– Where can we find documents for information about the CIF grant competition?

– You can find complete information about the competition and create/submit an application at the following address: www.grants.gov.ge.  Additional information about the competition can be found on the website of the project – “Innovation, Inclusion and Quality – Georgia I2Q”: www.iiq.gov.ge.

– Is it possible to include the salary of the staff involved from the partner university within the framework of the grant? In addition, can we also take into account the salary costs of foreign partners?

– You can determine the composition of the project team, job titles and identities yourself. Therefore, a representative of the partner higher educational institution can also be employed in the project team (taking into consideration the relevant legislatory requirements and the salary limits) and this will not be considered as a violation of the principle that the beneficiary must be an institution based in Georgia.

– Should the remuneration for the work performed by the person from the partner foreign university employed in the project team be transferred to the account of their institution or to their personal bank accounts?

– Within the framework of the project, the grant amount will be deposited only onto the bank account of the head of the consortium – the public HEI. As for the ways of further utilization of the money, this is a subject to negotiations among the partner universities.

– Where can we find the project implementation plan (Excel table)?

– There is no implementation plan template: you should create the plan yourself and present it in the Excel format. In addition, the implementation plan must be consistent with the project deliverables and monitoring plan, which is uploaded on the grant portal. The project implementation plan should also include risk analysis and propose the risk mitigation plan.

– Where should the application be uploaded?

– The application must be uploaded to the portal: www.grants.gov.ge.

– To what extent is it acceptable to present a previously signed memorandum with the organization, if the memorandum is general and its validity period has not expired?

– The purpose of the memorandum submitted for the grant competition is to demonstrate the partnership necessary to achieve the goals and objectives of the specific grant project. Accordingly, the memorandum must confirm the readiness for cooperation for the purposes of the CIF grant competition (for the implementation of the activities envisaged by the project).

– Should the consortium involve the private higher education institution as a member?

– Determining a private higher education institution as a member of the consortium is not a necessary condition for a consortium. In order to submit a grant application on behalf of the consortium, it is necessary for the consortium to be created under the leadership of one of the public higher education institutions and includes at least one other HEI (public or private).

– Is submission of a citizen engagement plan document relevant for all projects?

– Citizen engagement plan is mandatory for all projects.

– Can one institution submit more than one grant application and receive more than one grant?

– Yes, it is possible. One HEI can submit several grant applications. In addition, each grant must be structured in such a way as to have a clear and specific link to the strategic goals of the institution, which are outlined in the HEI’s strategic development plan. In the case of a consortium, the consortium must compose a set of skills and resources necessary to achieve the set goals.

– What are roles of a manager and administrative staff? How many managers can a project have?

– Applicants have the right to determine the composition of the project team themselves, including both position titles and corresponding functions and responsibilities.

– Is a cooperation agreement with a specific international agency necessary for the purposes of international accreditation?

– Submission of a preliminary agreement signed with an accreditation agency is not mandatory.

– Should we present the memorandum signed with Georgian universities in both languages?

– Yes, the memorandum should be submitted in both languages (Georgian/English).

– Does training costs include training provided by a partner foreign university for Georgian university staff?

– Yes, the costs required for training are included in the “eligible costs” category. Accordingly, these costs must be reflected in the project budget.

– Is it possible to submit a project/participate in the competition individually?

– Only public HEIs (one applicant) can participate in the competition individually. In this case, the specific public HEI will be the main beneficiary of the project.

– Please clarify in case of creating new academic programs, should the National Qualifications Framework and the qualifications defined by the Classification of Fields of Study be taken into consideration?

– At the stage of substantive evaluation of the submitted project, independent experts will consider applicable standards and legal requirements. Accordingly, it is important to comply with existing regulations at the legislative level. For additional consultations, please contact the Higher Education Development Department of the Ministry of Education and Science of Georgia and/or the LEPL – National Center for Educational Quality Enhancement.

– Could you please review the agreement confirming cooperation we have signed with another partner and explain to us whether it is possible for this document to be considered as a memorandum required within the framework of the competition?

– The CIF Administration Unit will provide technical consultations; therefore, the Administration Unit will not be able to conduct a preliminary analysis and evaluation of the documentation submitted for the competition. As a general approach, it is important that the document submitted for the grant competition – the Memorandum of Understanding – confirms the readiness and purposefulness of cooperation directly for the purposes of the CIF grant competition (for the implementation of the activities envisaged by the project). A general memorandum or cooperation agreement within the framework of another project, which cannot demonstrate partnership for the direct purposes of the CIF grant competition and does not take into account the description of the obligations assumed within the framework of the specific project, will not comply with the CIF requirements and will be adequately assessed by independent experts during the evaluation process. However, you can still reflect/describe any type of collaboration in the narrative part of the grant proposal, which will have a positive impact on the proposed project.

– Should the project budget be written in GEL or in USD? At what rate should $110,000 be converted into GEL in order to prepare the budget accordingly?

– The maximum grant amount for a single grant proposal submitted by one applicant is set at no more than 110,000 (one hundred and ten thousand) USD equivalent in GEL, and in case of a consortium – no more than 200,000 (two hundred thousand) USD equivalent in GEL. In both cases, conversion will be made in accordance with the exchange rate established by the National Bank of Georgia on the date of submission of the grant proposal. Accordingly, the budget must be prepared in the national currency – GEL. The National Bank’s exchange rate should be used for conversion.

– Do I have a right to involve a foreign professor in the implementation of the project outside of the consortium?

– Please note that it is possible to demonstrate partnership with other universities and institutions outside the consortium. In such a case, the form of cooperation will not be a “consortium” but a “partnership”, which should be demonstrated in the grant application. It should also be noted that any demonstration of partnership (even outside the consortium) requires confirmation by signing a memorandum of understanding. Otherwise, if during the project implementation period you plan to use the services of an individual  (for example, a foreign professor conducting a lecture or training, or other similar services), this will not be a “partnership”, but will be reflected in the project implementation plan, and the corresponding service fee will be included in the project budget.

– Within the framework of the project, we plan the following type of cooperation with one of the higher education institutions: it will host the academic staff of our university and conduct 2-3-day trainings. Subsequently, a one-time visit of the academic staff of this university to our university is planned for monitoring and conducting a workshop. Will the cooperation with the university described above be considered a consortium? Is it possible to call this cooperation a partnership? If so, then what document do the partners sign?

– Please note that the submitted grant applications must include a demonstration of partnership (cooperation), which can be presented in the form of a consortium or through cooperation outside the consortium. In addition, the consortium must be composed in such a way to create a set of skills and resources necessary to achieve the goals set by the project. Accordingly, in order to give the partnership an appropriate form, the aforementioned regulation must be taken into account. It should be noted that the demonstration of any type of partnership requires confirmation by signing a memorandum of understanding. The purpose of the memorandum is to demonstrate the partnership necessary to achieve the goals and objectives set by a specific grant project. Accordingly, the memorandum of understanding must confirm the readiness and purpose of cooperation for the purposes of the CIF grant competition (for the implementation of the activities envisaged by the project). Please note that in the case of consortium, the specific form available on the grants portal must be submitted, and in case of a partnership outside the consortium, you should present the form agreed upon by you and your partner. In addition, when demonstrating any type of partnership, the memorandum must be submitted in Georgian and English.

– Is it necessary to present the CVs of individuals involved in the project from the partner university?

– As you know, one of the criteria for evaluating the proposal is the composition of the team. Accordingly, you must submit the CVs of all team members who have a key role in the implementation of the project and whose functions and responsibilities are clearly defined. In addition, the submitted CVs should highlight the skills and experience of the person that correspond to the duties assigned to him within the project. Accordingly, if individuals from the partner university involved in the project will have a relevant role, then their CVs should be attached to the grant application. We would like to remind you that the CV template is uploaded on the grants portal and must be submitted in this form – in Georgian and English languages.

– Which are the guiding documents/standards of budgeting the fees, travel, daily expenses, and other expenses of academic staff of a higher education institution in an EU country? Which document/tariffs should we take into account while budgeting the salaries, daily expenses, travel, and other expenses of local academic staff employed in the project?

– Please be informed that according to the “CIF Operational Manual”, eligible expenses include operating (max. up to 2% of the total project budget) and administrative expenses, including grant salaries (in total, max. up to 10% of the total project budget, and in the part of the salary paid to one person – up to a maximum of three times the average salary in the country). It should be noted that statistics on the average salary in the country are compiled by the LEPL – National Statistics Office of Georgia (Geostat) and published on its website – www.geostat.ge, in accordance with the Resolution of the Government of Georgia No. 406 of December 31, 2013 “On Approval of the Statute of the Legal Entity of Public Law – the National Statistics Service of Georgia”. Accordingly, when determining the average salary, Geostat data should be taken into account. Regarding the calculation of travel, daily and other similar expenses, please note the Order No. 220 of the Minister of Finance of Georgia of April 5, 2005 “On Determining the Norms of Travel Expenses Paid to Employees”. In addition, we would like to remind you that higher education institutions are also obliged to ensure the implementation of grant projects in compliance with the requirements of the national legislation of Georgia, including the Constitution of Georgia, the Law of Georgia On Higher Education, the Tax Code of Georgia and other relevant regulations.

  • Shall we take into account the data of the National Statistical Service of Georgia while determining the salaries of Georgian and foreign partners involved in the project?
  • As you know, according to the “CIF Operational Manual”, appropriate expenses within the grant include operating (max. up to 2% of the total project budget) and administrative costs, including grant salaries (total up to max. 10% of the total project budget, in the part of the salary to be paid per person – up to three times the average salary in the country). The mentioned regulation does not allow for differentiation against the nationality of the person. Accordingly, within the frame of the grant, the data published by Geostat should be considered in the part of the salary to be given to one team member (both Georgian and foreign citizen).

 

  • Please explain, in the category D. of the budget – operating (max. up to 2% of the total project budget) and administrative expenses, including grant salaries (total up to max. 10% of the total project budget, and in the part of the salary to be paid per person – up to three times the average salary in the country) – in this article, what is meant by operational and administrative costs?
  • “Operating and administrative costs” means the costs necessary for the day-to-day operation of the project. For example, salary costs, the breakdown of which is shown in the budget form. Also, it is possible to consider communication costs and other similar costs necessary for the implementation of the project. Specific operational and administrative costs should be determined directly by the applicant. Accordingly, the budget should be developed by the relevant higher education institution according to the needs of the specific project. Please also note the list of ineligible costs that are not covered by the grant and are defined in the CIF Operational Manual.

 

  • Within the project, how do you define/who can be considered a post-doctoral researcher?
  • In the budget, positions/functions are shown as examples (manager, researcher, etc.), you define the composition of the staff in frames of a specific project yourself and assign the corresponding functions/duty.

 

  • Should the project name be as specific as possible or general?
  • Determining the name of the project is at the discretion of the applicant, therefore, considering the specifics of the submitted grant proposal, the institution itself decides how specified the project title should be.

 

  • During 18 months (3X6=18) of project implementation expenses cannot be distributed in a balanced way in case of purchasing some expensive equipment. Is there any limitation in this regard?
  • Please be informed, that 18 months is the maximum allowable duration of grant projects, therefore, it is not mandatory that all projects must be submitted with the maximum duration. You can define any period from 1 to 18 months as the duration of your project, directly depending on the specifics of this project and the implementation plan. In addition, it should be noted that the maximum amount of the grant for one grant proposal submitted by one applicant is defined as no more than 110,000 (one hundred and ten thousand) US dollars equivalent in GEL, and in the case of a consortium – no more than 200,000 (two hundred thousand) US dollars equivalent in GEL; And in case of obtaining financing, the first part of the requested amount – the first tranche should not exceed 90% of the full grant financing. Accordingly, it is not mandatory to distribute the equipment purchase costs evenly over 18 months.

 

  • Within the frame of the project, is it possible to receive 3% co-financing from a partner (eg, representative of the private sector) organization?
  • Yes, co-financing can be received by the partner organization as well.

 

  • If a project does not have a consortium member, is this a negative aspect of the project and may it deduct points?
  • If the project does not have a member of the consortium and the applicant submits the application individually, this will not be considered as a shortcoming of the project. However, it is worth noting that the individually presented projects must also imply some kind of cooperation/partnership with another educational institution or organization. At the same time, any kind of partnership should be confirmed by a memorandum of understanding. Also, in order to successfully meet the 2nd evaluation criterion – the quality of the partnership – the project application must explain the goals of the cooperation and its relevance to the project in detail.

 

  • Please clarify who is considered the administrative and technical staff involved in the project?
  • The administrative staff of the project means the list of personnel necessary for the successful administration of the project (for example, the project manager, etc.), and the technical staff means the specialists with the relevant competencies required for the effective functioning of the project. It should be noted that, considering the specifics, goals and needs of the project, the higher educational institution itself determines the list of personnel and job titles necessary for the management and implementation of the project.

 

  • Is it possible to include a Master’s student in the grant project?
  • There are no restrictions regarding the inclusion of a Master’s student in the project.

 

  • Is it possible for a foreign professor to participate in a meeting if a memorandum has not been signed with his university?
  • You can invite a foreign professor to the meetings planned within the project, even if you do not have a memorandum with the relevant university. Accordingly, the status and role of this person should be defined in the narrative part of the project content, and the evaluation of the consulting services to be performed by him (if necessary) should be reflected in the project budget.

 

  • Does the entry in Annex 4: “Alternative Budget Structure” refer to a structure different from the proposed budget form?
  • The mentioned record does not imply the possibility of presenting a completely different form of budget. However, if you add or subtract any section from this budget form, you may submit the modified form for negotiation and, if approved, you can be guided by the agreed form.

 

  • Which budget code will include the case when training equipment is purchased and specialists are invited to conduct training on the use of the purchased equipment?
  • Allocation and evaluation of costs in the budget is the discretion of the applicant. Accordingly, the relevant institution makes the decision on the reflection/non-reflection of the amount in a specific column. In addition, with budget code “F” it is possible to take into account other costs of technical assistance and training, for example, training materials, allocated space, costs of its maintenance, etc.

 

  • Which Non-Disclosure and Conflict of Interest application form is filled out by applicants?
  • When applying for a grant, applicants must submit Annex 7B for applicants.

 

  • Annex 7B, which is the Non-Disclosure and Conflict of Interest application – for applicants, is it submitted/completed only by the applicant organization or by both the consortium member and the partner?
  • The grant application must be accompanied by Annex 7B signed by all partners.

 

  • If the per diem expenses of the experts exceed the normative limit set by the government and are therefore taxed – does the grant amount cover these taxes?
  • In this case, it is possible to cover the daily expenses within the grant.

 

  • Is it possible to have the translation of the memorandum certified not by a notary, but by a higher educational institution?
  • Please note that the accuracy of the translation of the memorandum and its compatibility with the original is the responsibility of the applicant. The existence of a difference between the documents filled out in Georgian and English may cause the need to clarify certain information later or cause the document to be incomplete. Therefore, it is advisable to certify the correctness of the translation of the memorandum in an official form – by a notary.

 

  • Is the participation of a foreign HEI mandatory, if the project is related to the development of educational programs in regards to lifelong education? Is it an advantage to involve a foreign partner?
  • Based on the goals and characteristics of the project, the HEI itself determines with which educational institutions or organizations to establish cooperation within the frame of the project. Accordingly, the selection of the partner should be based directly on the content of the grant project, the stated goals and the indicated ways to achieve this goal. There is no general obligation regarding the involvement of a HEI operating abroad, nor is the involvement of a foreign partner decisive for successfully meeting the partnership criteria. Here, it should be noted that in order to successfully meet the 2nd evaluation criterion – the quality of partnership – the project application must explain in detail the goals of the cooperation and its relevance to the project.

 

  • Is co-financing mandatory and is there a specific limit?
  • A minimum of 3% co-financing is required for CIF projects. Co-financing can be expressed in both monetary and non-monetary contributions, which are reflected in the project budget. The contribution, which can be made in form of goods/services/consulting or other similar, should be reflected in the project budget. If such kind of in-kind contribution is not assessed by the institution, relevant information about the non-monetary contribution should be reflected in the narrative part of the grant project – within the scope of the activity for which it is intended. Any evidence of co-financing (monetary or non-monetary) will be considered in the evaluation of the proposal.

 

  • Is there a specific deadline for the implementation of the project?
  • The maximum term of project implementation is 18 months. Therefore, you can submit a project with a duration of maximum 18 months.

 

  • Is the accountant’s salary included in the operating and administrative expenses? Should this cost be 2% of the budget together with salaries, or should salaries be 10% of the budget and operating expenses a separate 2%?
  • “Operating and administrative costs” means the costs necessary for the day-to-day operation of the project. For example, salary costs, the breakdown of which is shown in the budget form. Also, it is possible to consider communication costs and other similar costs necessary for the implementation of the project. Specific operational and administrative costs must be determined directly by the applicant. Accordingly, the budget should be developed by the relevant HEI according to the needs of the specific project. In addition, in the frames of the grant, operating expenses are reimbursed up to a maximum of 2% of the total project budget, and administrative expenses (including salaries of team members) – up to a maximum of 10% of the total project budget.

 

  • Is the customs tax included in the eligible costs of the project budget?
  • According to the CIF Operational Manual, ineligible expenditure under the grant (i.e. expenditure that cannot be covered by the grant) includes value added taxes (VAT), customs duties and fees. In addition, it should be noted that higher educational institutions are obliged to ensure the implementation of grant projects in compliance with the requirements of the national legislation of Georgia.

 

– In the Applicant’s Manual it is written that “users and beneficiaries of CIF grants can be only local institutions – legal entities based in Georgia”. Is it possible to partner with a foreign university and pay foreign experts a salary along with travel expenses?

– Within the framework of the project, it is possible to demonstrate a partnership with a higher educational institution of a foreign country. In addition, only local institutions – legal entities based in Georgia can be users and beneficiaries of the grant. However, within the framework of the project, it is allowed to hire an expert (local or foreign) in order to provide the required activity/service. Accordingly, the status and role of this person should be defined in the narrative part of the project, and the costs of the relevant consulting services (if necessary) will be reflected in the project budget. This will concern the service and not the salary. In such a case, the limitation related to administrative expenses will not apply to it.

 

– Is it possible to involve experts from state institutions in achieving the goals of the grant proposal and in what way?

– Employees of state institutions may be involved as part of a core team (taking into account the relevant requirements of the legislation and within predetermined the salary limit) or carry out expert activities (following the requirements of the legislation) in order to provide the required service.

 

– In the case of a consortium, do all partners sign the same form? For example, if there are three participants, two Georgian and one foreign, do they sign one form together?

– We inform you that it is possible to draw up one bilingual consortium document, therefore, the signatures by all parties will be recorded at the end of the document. Separate English and Georgian documents may also be drawn up. In this case, signatures will be recorded on each document separately. It is also possible for the document to be drawn up in English and signed by the parties, and then this original foreign language document can be translated into Georgian and certified by notary as required by the law.

 

Within the framework of the project, is the memorandum signed separately with each party?

– The memorandum must be signed separately with all partners.

 

– Which university representative signs the consortium agreement form?

– The consortium agreement document is signed by the rector of the university, or if another person is authorized to sign such documentation by the internal regulation of the university (eg vice-rector, chancellor, etc.), in this case the said person can also sign.

 

– When filling out the application, the grant number must be indicated in the form. What should be indicated as the grant number?

– MES_CIF_1 should be written as the grant number.

 

– Is it possible to consider Tbilisi Municipality and/or other legal entities of public law as partners or members of the consortium?

– We inform you that the consortium must consist of two or more higher education institutions (at least one of which must be a state-based higher education institution), which will be the main beneficiary of the project. Local and/or international private sector representatives, local and/or international educational or research organizations, as well as non-governmental organizations may also be considered as members of the consortium. As for the municipality and other public law legal entities, it is possible to demonstrate cooperation with them in the form of “partnership” and not “consortium”.

 

– Should the budget be drawn up for the members of the consortium as a “lump sum amount” so the leading university then transfers the amount to the organization’s account and they manage it? Or should the leading HEI transfer the amount individually for each service to the relevant personnel/experts?

– In case of a consortium, recipient of the grant is the leading higher education institution, therefore, the grant will be credited to the account of the state-based higher education institution. As for the management of the grant, it should be carried out in accordance with the applicable legislation, project implementation plan, consortium agreement and approved budget.

 

– Should the memoranda signed in Georgian be translated into English? If the memorandum is signed in two languages ​​(Georgian/English), does it need to be certified?

– Please note that the memorandum of understanding must confirm the willingness and purpose of cooperation directly for the purposes of the CIF grant competition (for the implementation of the activities envisaged by the project). Memoranda must be submitted in both Georgian and English languages. Therefore, regarding memoranda signed only in Georgian, please note that the correctness of the translation of the memoranda and its compatibility with the original is the responsibility of the applicant. The existence of a difference between the documents presented in Georgian and English may lead to the need of clarifying certain information later or cause the document to be incomplete. Therefore, it is advisable to certify the correctness of the translation of the memorandum in an official form.

 

-Are CVs presented only by scientific leading staff? Does the administrative and management staff need to provide CVs? For example, if the project team has a financial manager, should we represent his/her CV?

– Please be informed that the CVs of the project team members, whose roles are clearly defined in the narrative part of the project (for example – project manager, financial manager, etc.), should also be presented.  These CVs should identify the skills and experience of a person, which is in line with the duties assigned to them within the project.

 

– In which part of the budget can we consider the costs of rehabilitation (laboratory space arrangement)?

-Please be informed that according to the CIF management manual, the amount intended for any construction or rehabilitation works is noneligible expense, so it cannot be covered from the grant. Rehabilitation costs may be declared in the budget in frames of co-financing provided by the applicant.

 

– Can a representative of the academic staff independently present a project? Or must it be presented by a head of the relevant HEI?

– CIF is open for: a) public higher education institutions (one applicant); Or b) a consortium consisting of at least two or more HEIs (at least one of these should be public HEI) that will be the main beneficiaries of the project. As for the submission of the grant application directly through the grants portal, this procedure can be technically performed by both the university head (Rector) and the other representative (for example, academic staff). Please see the attached file “HEI Representation Form”, which is a mandatory document to be submitted within the project and determins the person authorized to submit a particular project on a grants portal. Furthermore, please be informed that a person (professor, associated professor, etc.) may not apply for the grant individually and may not submit an application on their own behalf.

 

– How many grant proposals may be submitted by a particular HEI?

– The number of grant applications is not limited. Consequently, more than one grant application can be submitted on behalf of one institution.

 

– In addition to the application submitted under the grant project, should only the strategic development plan be presented among other attached documents, or it should also be accompanied by an action plan?

– Within the framework of the grant project, the strategic development plan of the leading higher education institution and the grant proposal/project implementation plan (in the form of an excel table) should be presented.

 

-Should the A7B confidentiality statement be signed by all partners separately?

-Each partner must sign the A7B Confidentiality Statement. Technically this can be implemented by signing all partners on one document or by signing it separately.

 

– What is an instruction for defining per diem costs/daily expenses?

-Within the framework of the CIF, including in case of a consortium, grant funding will be issued to the leading HEI. The HEIs are obliged to ensure the implementation of grant projects in accordance with the requirements of the national legislation of Georgia, including in accordance with the Constitution of Georgia, the Law of Georgia on Higher Education, the Tax Code of Georgia and other relevant regulations. In the light of the foregoing, the textbook for calculating daily expenses and other similar expenses is the normative legal document, Order No. 220 of the Minister of Finance of Georgia of the Minister of Finance of Georgia. It should be borne in mind that these regulations apply to the employed person who carries out the relevant activities for the employer in exchange for appropriate remuneration. It is noteworthy that the limits provided for by Order No. 220 are not subject to taxation under the legislation, while increased limits are. Accordingly, in the event of a change in the limit provided for by Order No. 220, please consult with the relevant HEI office.

 

– What is the guiding principle of paying honorarium to the invited experts/people from abroad?

– An expert (local or foreign) can be hired in frames of the project to provide the required services. Accordingly, the status and role of this person shall be determined in the narrative part of the project, and the budgeting of the consulting services (if necessary) shall be reflected in the project budget. This applies to services/ (and not salary), so the restriction on administrative costs will not apply.

 

– What should be indicated in columns (eg C; I; O and U columns) in an Excel form of a project budget?

– In the form, the word “amount” (e.g. C, I, O, U columns) denotes the applicant’s monetary contribution/co-financing.

 

– Should the registration document (s) of a non-educational partner (s) be in Georgian and English?

– Registration documents of partners that are not higher education institutions can be submitted in one language (an original document).

 

– The grants portal contains all documents, but when filling out the application, there are records such as “Appendix N1, Appendix N2, Appendix N3 and Annex N4”, however, the forms of these attachments are not uploaded on the web site. Should applicants create these attachments?

– The documents posted on the Grants Portal – www.grants.gov.ge are for information and submission purposes. All the documents that have to be attached to the grant application are uploaded on the portal. – The specific date for the project launch is determined after an applicant’s contractual negotiations are over and a grant agreement is signed. The higher education institution is obliged to sign the grant agreement within 4 weeks after receiving the notification of funding.

 

– If the partner is not a member of the consortium, are they still required to sign a confidentiality agreement?

– All partner organizations (an authorized, designated person) must sign the confidentiality agreement.

 

– Who signs the Confidentiality Agreement? The Rector – an official representative of the university, project leader, or all the staff involved in the project?

– The Rector, or a designated person authorized with the internal regulations of the university (e.g. vice-rector, chancellor, etc.) to sign such documentation, must sign the Confidentiality Agreement.
