Strengthening Financing Options and Promoting Internationalization in Higher Education
The objective of the third component of the project is to improve the quality and international competitiveness of higher education.
Within the scope of the component, the project would provide support for improving funding mechanisms for higher education. Along these lines, this component would review and propose new options for higher education financing, including performance-based funding to reflect strategic priorities of the Government. Besides, the project aims to facilitate the implementation of a new model of performance-based funding by creating HEIs information management database system for measuring the institutional effectiveness of HEIs and statistical processing of all relevant information for a new funding formula.
The Competitive Innovation Fund (CIF) will be established as a Grant Project coordinated by the MES to foster the modernization of higher education programs and learning environments.
The project will support the development of a joint doctoral program, the students’ entrepreneurship skills and English language skills considering discipline requirements.
To enhance the quality of pre-service teacher education programs, the existing university programs will be revised and improved. An additional support for strengthening the faculty capacity in charge of implementing teacher academic programs will be provided.
International best practices regarding university-based teacher professional development will be analyzed and the relevant options will be identified.
Additionally, this activity would support the establishment of international standards for pre-service teacher education programs, including obtaining international accreditation granted by the foreign organization with the relevant competence recognized by the NCEQE.
