Fostering Quality Teaching and Learning in General Education

The objective of this component is to provide a learning environment that is conducive to quality education in general education institutions (schools).

The project will aim to foster high-quality learning environments and enhance school safety. To this end, this sub-component will support the review and modernization of school infrastructure standards and develop new architectural design blueprints based on international best practices to ensure energy efficiency and safety.

Within the component the focus will be made on the GoG’s new, ongoing whole-school improvement pilot program in general education that aims to strengthen and modernize teaching and learning practices as well as support efforts to develop positive school culture. General education system diagnostic will be conducted which will include elements of governance, alignment and efficiency, delivery processes, teacher/staff policies, financing, resources, and student outcomes. Set of recommendations will be prepared for developing whole school development approach and implementation plan. Based on the analyses diversified approach to school quality management will be suggested. Furthermore, selected project-supported schools would be provided with innovative and accessible resources as part of a school improvement package to strengthen the implementation of the whole school approach.

The component will to support capacity-building of teachers and school leaders in all general education institutions. The proposed project would review and improve continuous professional development framework for education professionals. The proposed system shall be more school based, offering professional development opportunities to support teachers at the induction phase as well as motivate experienced teachers by providing career and status upgrade opportunities, with less bureaucracy, but also with more transparency.

Besides that, school principals’ recruitment policy and framework will be revised, in order to attract best and brightest professionals to become school leaders, also to provide motivational scheme to school principals as to the teachers.

The I2q project will support the review and enhance the targeted programs for school leaders and teachers to attain the goals of revised professional development scheme and develop necessary new skills for ensuring quality of teaching and management. Targeted programs shall include modules on modern pedagogy and formative continuous assessment, child-centered pedagogy, school-based curriculum development, gender equity, inclusive education etc.

The component will provide technical assistance for developing and introducing the revised national assessment system for general education level. The aim of the assessment system is to inform education policy makers and other relevant stakeholders on challenges and strengths of the general education system functioning, assist in identifying different factors affecting students learning outcomes and allowing for evidence-based policy decision making. The component will also address the issue of quality and effective use of formative continuous assessments of students including students with disabilities and/or diverse education needs.
