Fostering Quality Teaching and Learning in General Education

The component aims at improving the quality of general education and strengthening the general education institutions by advancing management practices, fostering a positive and safe school environment, and elevating the overall quality of the teaching and learning.

To achieve this objective, initiatives are being pursued to implement an updated quality management system for general educational institutions. This includes supporting the school authorization process, enhancing internal quality assurance mechanisms, and preparing the pilot schools for effective implementation. The existing practices of school principals’ recruitment and professional development are being revised. In line with the established recommendations, capacity building measures for both school principals and teachers have been implemented.

In order to advance students’ continuous formative assessment system, updated assessment tools have been piloted in 50 target schools, incorporating analysis of the national system and international best practices.

To stimulate student interest in science, the STEAM extracurricular program is being successfully launched in 200 schools across Georgia. This initiative includes the provision of relevant educational resources and computer equipment to the participating schools, and the introduction of video conferencing systems to enhance collaboration among schools and joint activities.

The development of a national assessment system is vital for evidence-based decision-making in general education. Consequently, new assessment tools are being developed to assess student learning outcomes across all subject areas at the basic general education level.

To ensure the sustainable development of school infrastructure, a new school infrastructure standard aligning with European construction standards and national curriculum requirements is being developed. This standard will guide the construction of 14 model schools and the full renovation of 23 existing schools.

Achieving key objectives of the Component is supported through high-level expert assistance and collaboration with both local and international partners, including IBF International Consulting S.A., European Projects Management Ltd, the University of Cambridge, Harvard University’s LabXchange program, 200 pilot schools, and regional educational resource centers.
